Alternatively, we could make it easier for population areas to declare statehood. This would decimate most conservative states as they usually contain one, or more, cities that hold the bulk of their populations. Not only would the new city/state gain two Senate seats, but they would reduce the house representative numbers of the original state.

Imagine how a "state" of Atlanta, (or Houston, or Miami) would change the political makeup of America. It would much better represent the people's interest and all but end gerrymandering of districts.
