Congress is the monopoly issuer of a sovereign fiat currency that it has available in infinite supply. There is no "infinite+1" in math that makes it easier to fund any resource deployment in the private sector that I am aware of.
When a member of Congress says that we can't "afford" something, providing that thing is available and priced in US dollars, what they are really saying it "they don't want you to have that thing", usually to gain some political or economic advantage for someone that isn't you.
