Any changes to, or within, the Senate will have to be initiated by the majority party at the time and supported by a super-majority just to keep from running afoul of the filibuster. While the Senate itself is simply an undemocratic institution, getting rid of it would mean a Constitutional convention, which would greatly favor, again, the less populated western and southern states.

Considering that many US cities have populations larger than some western states, I think a better fix is to allow those cities the ability to declare statehood separate from the existing states they now reside in. This would move house representation drastically and give each city choosing such a path two Senators.
