As long as people believe their prosperity can only come from their employers and that their government is a "cost" to them this will not change. We have the ability to assure everyone of dignity and a basic standard of living that guarantees that, but Americans, more than any other nation, reject that while cheering for their economic demise.
As the "net" creator of all US dollars, our government can afford anything it can resource in the private sector, including all excess labor the private sector rejects. A federal job guarantee is the best way to manage employment standards. While also backstopping our supply chains It would inject federal money (not taxpayer dollars) wherever and whenever the private sector failed to provide it.
Employers would only have to overbid the program's wages and benefits and gain a stable of workers with their work and social skills intact. Such a program would allow most volunteers to be paid for their efforts and see many workers re-enter the workforce to provide the people power we need to combat climate change once we make survival a priority.
