Biden, along with all Republicans and most Democrats, is a firm believer in "markets" as the only viable way to control an economy. This is the definition of neoliberalism and it has dominated the political dialogue, as well as policy, for decades. If your leadership doesn't believe in government as a force for good then it probably won't be such.
