I wouldn’t place too much effort into the definition of “coin” in the wording. That ship sailed a long time ago (to coin a phrase). The first currency of our nation was paper and it was fiat. The gold standard applied only to trade and we’ve had a domestic debt since President Jackson created a long depression by actually paying off the prior debt.
