If you haven't yet discovered MMT you really should. It does exactly what you are suggesting, replacing the focus on money with a focus on resources. Once we can get past the concept of limited money and unlimited resources, which we can now see as false on both counts, we can organize our society around sustainable prosperity.

The real beauty of MMT is that it doesn't require any major reworking of most monetary systems in the world, as it is only a more accurate description of money and its movement through an economy. No disruption of anything other than the way legislators allocate spending is necessary. The only hurdle presented is the proliferation of myths and archaic thinking that has been promoted for the economic and political advantage of our ruling class.
