I'm assuming that Medium is paying you in US dollars. The US government is the only creator of US dollars and as such it retains the right to levy taxes on those dollars. You'll most likely get the money back, but the policy isn't intended for you. It prevents much larger earning from being hidden in foreign accounts to avoid the tax.
