"I’m surprised Medicare hasn’t been touched yet."

It has been more than "touched". It has been condemned to its death by limiting it to what a "fund" can pay for. That fund is entirely fictitious and woefully insufficient but as long as "taxpayers" believe it is coming out of their pocket it will be impossible to correct, or better yet, abolish as nonsense.

Economies that use sovereign fiat currencies don't actually use "revenue" for anything except to reduce a mostly irrelevant number called "debt". Once "canceled/destroyed" by this accounting function the currency collected by the issuing government cannot survive to enable future spending for any purpose. This makes all future spending by such a currency issuing government "new money" creation. This also makes any misery in such an economy entirely a political choice, not economics.
