Imagine what it would be like to have that ID positioned between you and your ability to feed your family. Most bureaucracy is purposed to make it more difficult to obtain some benefit of society, including those we are supposedly "guaranteed". The poorer you are, the more of these impediments you will discover, and that is by design.
