Many have advocated for postal deposit banking for some time. The USPS already does many banking like transactions, such as money orders, and the post office is likely much more location prolific than any other entity with many of those locations severely underutilized.

It isn’t just rural areas that are underserved by banking and access technologies. Poor urban areas also suffer both, especially poor ethnic neighborhoods that offer little profit potential for private banks or cable companies. The federal government could offer deposit accounts to anyone with a Social Security number, which would greatly improve the situation for the homeless and those living in group homes who are often targeted in crimes because they are well known to carry cash as their only option. Cash is not always a plus, but postal banking could offer the choice to more people with far greater security.
