Our government is supposed to be a major source of help. It's called the "public purpose" or "common welfare" and it is even mandated as a requirement of Congress in our Constitution. Our cut-throat style of capitalism is not forbidden in the document, but it stomping on the necks of the citizens is.

This is done by allowing the government to provide alternatives and many common needs so that a floor can be set for how badly one can be crushed. Infrastructure is about a lot more than roads and communications. It is all about providing the help that everyone except the wealthy needs.
