Pretty much, except that they will actually get more involved in planning in their communities and at every level. They begin to view government as "theirs" and not an enemy that is forced on them by taxation. If they believe their government is funded with "their" tax dollars they will act as the force to keep that government minimalized, which is the goal of the oligarchy.

A government that has the approval of the people can also regulate and tax business, which is why oligarchs always work to neuter it. This is the purpose of the multiple think tanks and business associations that have the ear of our representatives, as well as the well funded media outlets that attract so many people via their anger and frustration with a government that doesn't work for them.
