Stock buybacks are always zero-sum. Shareholders choose to sell their shares in place of dividends from corporate profits. No money is created in the transaction, although it doesn't support the claims many corporations are making that cite labor and material cost as the reason for price hikes. Comparing such numbers to any federal spending (which does create new money in the private sector) is apples to oranges logic.
