Taxes serve many functions for a nation with a sovereign fiat currency, but paying for government programs isn't one of those. The US federal government always has an infinite amount of dollars to spend for the public purpose and there is no "infinite+1" in accounting or math that would make Congress better able to spend. Taxes draw down the money supply by applying them to the debt, as they always have. and it is not possible to recycle them to spending. "ALL" spending at the federal level is with newly created currency.
