This is true - - and false. One cannot provide money directly to consumers from producers because the money must exist prior to being collected. The only net source of money is government's spending in the private sector, so taxation (and borrowing) is always a following factor.

If Congress wishes to use its monopoly patent on the US dollar to give consumers spending money it should simply do so, not muddy the water by searching about for a "source" of money when it "IS" the only source. Taxing drives demand for the currency and allows Congress control of the total money supply, but it never "funds" the government in its spending.
