The Constitution gives Congress, not the Executive, a monopoly on creating the nation's currency. Giving up the dollar would wipe out existing wealth and destabilize the international payment system, so I doubt Congress could be pushed that far into their treasonous games. If they attempt it, it would be clear proof that they are, in fact, agents of Putin who has wanted to do so for years.

A nation provides demand for its currency by taxing in the same currency it creates at will. Taxes and borrowing are not funding mechanisms for a sovereign currency-issuing govt as the currency must exist to do either. They only provide control of the money supply (national debt).
