The difference between a representational democracy and a Republic is who decides the rules for voting and who gets to vote. The first thing any party does when it gains a majority of representation in a state is solidify the rules in their favor to preserve that majority. This can be voter suppression or gerrymandering, but it has the same effect. It allows those in power to determine who can remove them from power.
