The entire function of the Senate is to roadblock democratic governance from the house and provide for the well being of corporate and well heeled interests (including slave owners in the past). It is hardly a surprise that both the elected and unelected "authorities" within the body would use every potential to leverage their power. If America continues to accept hundreds of bills from the house dying before consideration in the Senate then it deserves the fate those anti-democratic interests have in mind for it.
