The method Congress currently uses to spend is to instruct the Fed and Treasury to mark up accounts at the Fed with keystrokes on their computers while also marking up the Treasury's debt account. When I get my SSI check new money is created the moment it hits my bank account.

I'm not sure how much more "digital" you wish to make it. Physical "money" is only a small portion of our money supply and fluctuates with seasonal consumer demand.
