This was the best way to elect persons to the office at a considerable distance when no reliable method of communication existed. It also provided a method of responding to information concerning a candidate that wasn't known prior to the election.

This is also the reason why most states have completely redundant government entities in a large number of counties and districts. Most county boundaries were drawn so that people could travel to do business with their government and return home in daylight by horse or buggy.
