To effectively make a UBI work as intended the government would have to far exceed its authority to regulate commerce, setting allowable prices for almost everything sold or traded. In this age of previously unimaginable monopoly control over markets that would be a pipe dream (or a wet dream if you benefit from a monopoly position in the market).

A much better solution for the many issues facing labor in this economy would be a universal guarantee of a liveable wage and benefits job funded by new money creation at the federal level, but managed by state and local authorities. Making enrolment in the job program discretionary to the worker would replace the failed minimum wage system and would inject money surgically into communities abandoned by the "free market" while also removing much of the incentive business has to "shop" for low cost labor.

The minimum wage that would allow one to live with dignity would be the floor always available to the workers and employers would be required to overbid that to garner, or retain, a workforce. At the same time, local governments and non-profits could benefit from the available labor and most volunteer work could be compensated. This would expand the definition of "work" far beyond what creates profit for a business.
