Unless you are the monopoly issuer of the nation's currency (Congress) the numbers simply don't work out. Only the federal government can afford anything that is for sale in the denomination it creates at will, so it will remain the only entity able to foot the bill without destroying a state economy with such a large drain on its tax revenue.
