We will, as in yesterday, have to evaluate how we value property and how we regulate what can be built in many areas. Our civilization simply expanded from its birthplace along waterfronts to the point where it is no longer sustainable and is no longer necessary.
If we are stupid enough to rebuild a city that just got wiped out instead of moving it farther inland then those who aren't so mentally challenged should not have to foot "any" of the bill for that. This would mean denying insurance going forward, as well as federal aid.
If such rebuilding is allowed it should be mandated that all structures be built to survive the next storm without sustaining major damage, and that property owners are self sufficient to the extent of not needing the intervention of others, including the government, to wait it out and make repairs after the event passes.
