Spending for the public purpose where it is beneficial to the greatest number of the people is not “expanding government”. It is the “PURPOSE” of government and the reason Congress is the monopoly issuer of the nation’s currency by direction of the Constitution. That includes the “mandate” that it does so for the general welfare, not to create markets for profit to hold the people hostage to business.

Your hiding your neoliberal policy behind a false label of “progressive” is encouraging to actual progressives. It shows that you are aware of exactly how unpopular your third way BS policies are and that America is tired of them.
