What presently threatens the democratic representation of the people is not the house, but the Senate. We would get far more benefit from allowing major cities to declare separate statehood, giving them two Senate seats and a representational proportion of house seats.

The population of many cities is greater than the surrounding state the cities reside in and could not be gerrymandered. The city/states would then have control over their elections and the issues that are important to them. This would destroy the GOP and would put the DNC on notice of expectations of legislation beneficial to the people.
